Dry is a number, and the number comes from your own building. Before we dry anything, we take readings on the same material in the same space where we know for certain nothing got wet. That is our baseline. Two buildings on the same block can sit at different baselines.
Once we have that baseline, every reading in the wet area gets measured against it. Anything sitting above baseline is still wet, whatever it feels like under your hand.
